No. The money goes through the bank, but it’s from the federal government so you can only get it once a year.

The Stafford lending program has strict borrowing limits that are determined by what year of college you are in.
A dependent freshman can borrow $5500 for the entire year, a sophomore can borrow $6500, and juniors and seniors are eligible to borrow up to $7500 a year.
Your financial aid offer letter indicated the total amount of Stafford borrowing eligibility that you have, and you can not borrow more than those amounts.

No,I think its impossible as all banks issue these loans according to the government rule, you can get another loan from any bank when you have cleared your first loan. So Its best to contact with any expert for this purpose.
